This day has finally come – the official launch of the ECPCGC. We are living in “covidous” times and the ECCU is facing its worst economic contraction, on record, currently projected at 15.4 percent for 2020. Truth be told, the lack of access to credit was a pre-existing condition of the ECCU financial system but the pandemic has greatly exacerbated the situation.

Fellow citizens and residents of the Eastern Caribbean Currency Union (ECCU): I address you at a time of great adversity and anxiety for our region and our world. An Unprecedented Moment This moment is like no other. We have to go back more than 100 years to the 1918 Spanish flu to begin to comprehend the scale and scope of the COVID-19 pandemic.

I am honoured to deliver the 2020 Sir Arthur Lewis Memorial Lecture, here in Sir Arthur’s homeland. As I understand it, this Lecture Series is two decades strong and counting. I recognise the impressive line of illustrious presenters who have preceded me in this Lecture Series as we continue to celebrate Sir Arthur Lewis, the Caribbean’s most renowned economist, for his nmatched contribution to development economics, for which he earned the Nobel Prize in 1979.
