Needless to say, I am thrilled, to be at home. Graduands, let’s be honest. How many of you wondered if you would finish? You had your fears. You had your cares. Perhaps, some of you even shed some tears. What if I fail? How will I effectively balance family, work and study? Yet, you overcame. You prevailed. You did it.

The countdown is over. The moment has arrived. ICBG 2018 is here! The sense of anticipation is palpable. Can you feel it? In 2001, the Eastern Caribbean Central Bank (ECCB) hosted the 4th edition of the IntraRegional Central Bank Games (ICBG). Today, 17 years later, the ECCB is delighted to be hosting the 12th Edition.

Today, the chairmanship of the Council passes from the Honourable Gaston A. Browne, Prime Minister and Minister of Finance for Antigua and Barbuda to the Hon. Roosevelt Skerritt, Prime Minister and Minister of Finance for the Commonwealth of Dominica.

The year was 2000. The country was Antigua and Barbuda. The occasion was the 39th meeting of the Monetary Council. There I was, attending my first handing over ceremony, in my first year as Financial Secretary of Grenada.Now fast forward. The year is 2016. The country is Antigua and Barbuda. It is the occasion of the 85th meeting of Monetary Council. Here I am, attending my first handing over ceremony as Governor of the Eastern Caribbean Central Bank (ECCB).
