Tax Reform And Administration Commission Working Session

Basseterre, February 21, 2002 The Tax Reform and Administration Commission completed its first working session last Saturday, February 16 at the ECCB Headquarters in St Kitts. The meeting was chaired by Sir Alister McIntyre. The other Commissioners participating were Mr Marius St Rose, Mr Jasper Scotland, and Mr Sims Martin. Sir Dwight Venner, Governor of the ECCB and senior technical staff of the ECCB participated in the working session. The Commissioners finalised the administrative and procedural arrangements for the operation of the Commission, and examined technical and administrative issues relating to the revenue system in the Currency Union. Among the critical issues identified for immediate review were: v the economic and financial context of tax reform and alternative forms of taxation; v the taxation of land and property; v the taxation burden of the tourism industry and the tax incentive regime; v the Value Added Tax as an alternative form of taxation; v the legal and administrative arrangements for taxation. These issues will be addressed at the next series of meetings of the Tax Commission scheduled for April 5th to 7th 2002 at the ECCB.
