The fifty-sixth meeting of the Monetary Council of the Eastern Caribbean Central Bank was held on 21 July 2006 at the Ministry of Foreign Affairs Conference Room in Saint Vincent and the Grenadines under the chairmanship of Dr the Honourable Ralph Gonsalves, Prime Minister and Minister of Finance, Saint Vincent and the Grenadines. The meeting was preceded by a Handing Over Ceremony to mark the change in chairmanship from Dr the Honourable Kenny Anthony, Prime Minister and Minister of Finance, St Lucia, whose term as chairman had expired. The protocol of the Monetary Council dictates that chairmanship rotate on an annual basis among the eight member countries. The Council received the Governor
